Call for Technical personal to Develop of LMS Platform for the 3L4MOHS project

Project Overview

The project aims to transfer know-how from the European part of the Consortium to Mongolia, in order to Develop and Implement Lifelong Learning Centres at University level (in the selected 4 University partners of the Consortium, covering the whole of the country), using the Occupational Health & Safety field (a cutting edge need for continuing education in Mongolia), as the pilot curriculum to be implemented during the course of the 3L4MOHS project. The project, which began a year ago, aims to prepare one platform for LLC.

Call

We are seeking an experienced technical team (one person or team) for this ERASMUS+ EDU-2023-CBHE project focusing on Health and Safety in Work. The role of the contractor will be to develop, implement and evaluate one LMS platform. The selection process for the LMS platform involves a comprehensive evaluation based on the following criteria:

Functionality: Ability to support various e-learning formats (e.g., SCORM, video lectures, assessments), learner management tools (e.g., progress tracking, discussion forums), and reporting features.

Scalability: Capacity to accommodate a growing number of users and e-learning modules over time.

User-friendliness: Intuitive interface for both learners and instructors in Mongolian language.

• Adherence to HEI Regulations: Compatibility with Mongolian HEI data security and privacy requirements.

The required technical characteristics of Learning Management System (LMS) Platform:

• Open edX due to its robust functionalities, including:

• Support for various e-learning formats (modules, video lectures, assessments)

• User-friendly interface with Mongolian language support for both learners and instructors.

• Comprehensive learner management tools (progress tracking, discussion forums, reporting features).

• Mobile phone versions (able to use on smartphones doesn’t require laptop/computer)

• Scalability to accommodate a growing number of users and e-learning content over time.

• Compatibility with Mongolian HEI data security and privacy requirements.

• Flexible Learning: edX allows self-paced learning, enabling students to follow courses at their own speed. Course materials can be accessed at any time and from any location, using computers, tablets, or smartphones.

• Interactive Tools and Learning Community: The platform includes a range of interactive tools, such as discussion forums, quizzes, practical exercises, and virtual labs, which make learning more engaging and collaborative

Key Responsibilities

The interface between LLCs and the trainees will be a LMS platform which will be built in close collaboration with the Mongolian HEIs. The platform should have an identical technical base and will allow deep collaboration between the 4 LLCs.

Qualifications and Requirements of person/team

  • Strong experience in preparing platforms for MLS.

  • Proven ability to design, manage, and deliver projects within scope, budget, and timeline constraints.

  • Strong record of working with cross-functional, multinational teams, including academics, technologists, and policymakers, ensuring effective communication and project execution.

  • Demonstrated capacity to secure significant research funding through strategic proposal writing and project design.

  • English capability, enabling effective communication, reporting, and stakeholder engagement.

  • Experience in preparing comprehensive documentation and delivering presentations to diverse audiences.

  • Knowledge of Mongolian language

Preferred Qualifications

  • Experience working in multicultural and multidisciplinary environments.

  • Prior involvement in platforms
